Even casual observers have noticed the weather has been more wacky than usual in recent years. Some places are getting wetter. Some are becoming more arid. And it's colder almost everywhere. The United States, the Philippines and Italy have suffered their worst floods in a century at the same time that Africa, India and China have starved in droughts. Drifting ice has impeded the approach of ships in Iceland's ports for the first time in this century and fishing fleets have been unable to range as far as north as they are accustomed. In England, the growing season has shortened by two weeks since 1950. An increasing body of scientific opinion believes global weather is changing. For the world's teeming population, the implications can only be described as disastrous."
