Morano believes that Obama and Secretary of State John Kerry are looking to leave a "climate legacy" before they exit Washington. 'In order to get that climate legacy, they need to sign onto this big new UN climate treaty next year in Paris,' he said. "And in order to build momentum for that they needed to bring China along, so that's a big part of the reason.'
