Joe Biden will use his executive powers to kickstart the US solar power sector and waive tariffs from four Southeast Asian countries, sources revealed.

The president will declare a 24-month tariff exemption after an investigation froze imports from key foreign suppliers and stalled projects.

The moves come amid concern about the impact of the Commerce Department’s months-long investigation into whether imports of solar panels from Cambodia, MalaysiaThailand and Vietnam are circumventing tariffs on goods made in China.

He also will invoke the Defense Production Act to drive US manufacturing of solar panels and other clean technologies in the future, with the support of loans and grants, the sources added.

‘There is going to be this safe harbor timeout on the… collection of duties, and that’s at the heart of what’s going to save all of these solar projects and ensure that they are going forward,’ the source said.

Biden also will invoke the Defense Production Act to drive US manufacturing of solar panels and other clean energy technologies in the future, with the support of loans and grants, the sources said.

State governors, lawmakers, industry officials and environmentalists have expressed concern over the investigation, which could have led to retroactive tariffs of up to 250 per cent.

The issue created a unique dilemma for the White House, which is eager to show US leadership on climate change, in part by encouraging use of renewable energy, while respecting and keeping its distance from the investigation proceedings.

Biden invokes Defense Production Act to boost solar panel manufacturing

WASHINGTON — President Joe Biden is using his executive powers Monday to boost the domestic production of solar panels and their parts and will issue a 24-month tariff exemption on imports of the products from several countries.

The White House said Biden will authorize the use of the Defense Production Act to accelerate manufacturing of solar panels in the United States as a way to strengthen the administration’s efforts to shift the country toward clean energy.

The move will allow the Department of Energy to “rapidly expand” U.S. manufacturing of solar panel parts, power grid infrastructure such as transformers, heat pumps, building insulation and other equipment, the White House said in a news release.
