Submitted Written Testimony of Climate Depot’s Marc Morano at Congressional Hearing on Climate Change: ‘The Origins and Response to Climate Change’

Submitted Written Testimony of Marc Morano, Publisher of Climate Depot & former staff of U.S. Senate Environment & Public Works Committee

Presented to Climate Change Summit in Fairview, West VA on May 30, 2013 – Congressman David B. McKinley, P.E. (WV-01)

Congressional Field Hearing: ‘The Origins and Response to Climate Change’

Global Warming Skeptics Vindicated — Man-Made Global Warming Claims Collapsing

Submitted Testimony of Marc Morano – Publisher of Climate Depot

May 30, 2013 – I want to thank Congressman McKinley for hosting this Congressional field hearing on global warming. It is so rare to see a climate debate anywhere in the world, let alone a balanced hearing like this one. I am not a scientist, although I do occasionally play one on TV :). My background is in political science, which happens to be an ideal background for examining man-made global warming claims. I have been passionate about environmental issues since I began my career in 1991, having produced a documentary on the myths surrounding the Amazon Rainforest in 2000 and I was a fully credentialed investigative journalist who reported extensively on environmental and energy issues such as deforestation, endangered species, pollution and climate change.

In my capacity as Communications Director for the Senate Environment and Public Works Committee under Senator James Inhofe, I was speech writer and hosted the award-winning U.S. Senate blog. I released the first ever U.S.  Government “Skeptic’s Guide To Debunking Global Warming Alarmism” in 2006. I also authored the 255-page Senate report of over 700 dissenting scientists on man-made global warming originally published in 2007 and updated in 2008, 2009. In 2010, the number of dissenting international scientists exceeded 1000. I am now the publisher of the award-winning Climate Depot and work daily with scientists who examine the latest peer-reviewed studies and data on the climate.

The scientific reality is that on virtually every claim — from A-Z — the claims of the promoters of man-made climate fears are failing, and in many instances the claims are moving in the opposite direction. The global warming movement is suffering the scientific death of a thousand cuts.

Global temperatures have flat lined for more than a decade and the peer-reviewed literature is now scaling back predictions of future warming. The U.S. has had the longest spell since the Civil War without a Category 3 or larger hurricane making landfall. Strong F3 or larger tornadoes are in decline since the 1950s. Global sea ice (both poles) area is currently above normal. Antarctic Sea Ice has been at record expansion in 2013. Despite claims of snow being a thing of the past, cold season snowfall has been rising to record levels in recent years. Sea level rise rates are failing to show the acceleration and have been steady for over a century.  Droughts and floods are not historically unusual nor caused by mankind and there is no evidence we are currently having any unusual weather. Polar bears, once the poster child of the man-made climate fear movement, are at or near their historical population highs. Cholera and Malaria are also failing to follow global warming predictions.

The mainstream media cannot maintain the official man-made global warming narrative any longer. With the lack of warming and the failure to shift the climate debate to “extreme weather”, warmists are now losing once stalwart members of the media in promoting man-made climate fears. These are not good times for the promoters of global warming. Earth is failing to follow global warming predictions and the new study claiming current temperatures are the “hottest ever” may be facing a full scientific retraction.  The great warmist retreat has officially begun.

The idea that CO2 is the tail that wags the dog is no longer scientifically tenable. In the peer-reviewed literature we’re finding hundreds of factors influence global temperature, everything from ocean cycles to the tilt of the earth’s axis to water vapor, methane, cloud feedback, volcanic dust — all of these factors influence climate as well as CO2. New studies are countering the simple story we’ve been told of our SUVs creating a dangerously warm planet. In the proceedings of the National Academy of Science, there was a study blaming Chinese coal use for the lack of global warming. So, in an ironic twist, global warming proponents are now claiming that that coal use is saving us from dangerous global warming.

CO2 at 400 ppm is not alarming

Scientists point out that there are literally hundreds of factors that govern Earth’s climate and temperature – not just CO2. Renowned climatologists have declared that a doubling or even tripling of CO2 would not have major impacts on the Earth’s climate or temperature.

Scientists also note that geologically speaking, the Earth is currently in a “CO2 famine” and that the geologic record reveals that ice ages have occurred when CO2 was at 2000 ppm to as high as 8000ppm. In addition, peer-reviewed studies have documented that there have been temperatures similar to the present day on Earth when carbon dioxide was up to twenty times higher than today’s levels. And, a peer-reviewed study this year found that the present day carbon dioxide level of 400 ppm was exceeded — without any human influence — 12,750 years ago when CO2 may have reached up to 425 ppm.

Princeton U. Physicist Dr. William Happer and NASA Moonwalker & Geologist Dr. Harrison H. Schmitt wrote on May 8, 2013 in the Wall Street Journal:  “Thanks to the single-minded demonization of this natural and essential atmospheric gas by advocates of government control of energy production, the conventional wisdom about carbon dioxide is that it is a dangerous pollutant. That’s simply not the case.”

The UN, Congress, carbon taxes or the EPA cannot control the weather!

Movement ‘was bound to fail’

A movement that had Al Gore – one of the most divisive political figures – as the face of the movement, was bound to fail. A movement that utilized the scandal ridden United Nations – which is massively distrusted by the American people – as the repository of science, was doomed to fail. Gore and the UN IPCC are now reduced to pointing to every storm, flood, hurricane or tornado as proof of man-made global warming. The UN has been reduced to blaming man-made global warming for prostitution. See: Climate Astrology — ‘It Has Been Foretold’ of Extreme Weather: ‘UN IPCC science has a status similar to interpretations of Nostradamus and the Mayan calendars’ & Climate Astrology borrows from the past: ‘Before That Witch Moved Into The Neighborhood, We Never Had Bad Weather Or Disease’

But a scientific moment of clarity is now prevailing: The UN and the U.S. Congress do not have the power to legislate, tax or regulate the weather. See: Princeton University Physicist Dr. Will Happer: ‘The idea that Congress can stop climate change is just hilarious’ – Warns of ‘climate change cult’ – July 8, 2009 – Prominent scientists continue to challenge the alleged “consensus.” See: Nobel Prize-Winning Physicist Who Endorsed Obama Dissents! Dr. Ivar Giaever Resigns from American Physical Society Over Group’s Promotion of Man-Made Global Warming

The global warming movement continues to lose scientists, many formerly with the UN IPCC. See: More Than 1000 International Scientists Dissent Over Man-Made Global Warming Claims – Challenge UN IPCC & Gore — See: Top Swedish Climate Scientist Says Warming Not Noticeable: ‘The warming we have had last a 100 years is so small that if we didn’t have climatologists to measure it we wouldn’t have noticed it at all’ – Award-Winning Dr. Lennart Bengtsson, formerly of UN IPCC: ‘We Are Creating Great Anxiety Without It Being Justified’

‘Gaia’ scientist James Lovelock reverses himself: I was ‘alarmist’ about climate change & so was Gore! ‘The problem is we don’t know what the climate is doing. We thought we knew 20 years ago’

German Meteorologist reverses belief in man-made global warming: Now calls idea that CO2 Can Regulate Climate ‘Sheer Absurdity’ — ‘Ten years ago I simply parroted what the IPCC told us’

In February 2013, global warming activists were stunned by the retreat of one of their former UN scientists. Top Swedish Climate Scientist Dr. Lennart Bengtsson, formerly of the UN IPCC, declared CO2”s “heating effect is logarithmic: the higher the concentration is, the smaller the effect of a further increase.”  Bengtsson noted that global warming would not even be noticeable without modern instruments. “The warming we have had last a 100 years is so small that if we didn’t have climatologists to measure it we wouldn’t have noticed it at all’ — Award-Winning Dr. Lennart Bengtsson, formerly of UN IPCC: ‘We Are Creating Great Anxiety Without It Being Justified…there are no indications that the warming is so severe that we need to panic…The warming we have had the last a 100 years is so small that if we didn’t have had meteorologists and climatologists to measure it we wouldn’t have noticed it at all.”

In addition, New Zealand Climate Scientist Chris de Freitas revealed on May 1, 2009 that “warming and CO2 are not well correlated.” de Freitas added, “the effect of CO2 on global temperature is already close to its maximum. Adding more has an ever decreasing effect.” Dr. Chris de Freitas: ‘Current warm phase…is not unprecedented’ — ‘From the results of research to date, it appears the influence of increasing CO2 on global warming is almost indiscernible. Future warming could occur, but there is no evidence to suggest it will amount to much’

Australian Geologist Dr. Ian Plimer wrote on August 8, 2009: “At present, the Earth’s atmosphere is starved of CO2.” Plimer, who authored the skeptical book Heaven and Earth, added, “On all time scales, there is no correlation between temps and CO2. If there is no correlation, then there can be no causation.”

Professor Dr. Doug L. Hoffman, mathematician, computer programmer and engineer, wrote on August 24, 2009: “There have been ice ages when the levels of Co2 in Earth’s atmosphere have been many times higher than today’s.” Hoffman, who worked on environmental models and conducted research in molecular dynamics, co-authored the 2009 book, The Resilient Earth.

Other studies have shown carbon dioxide does not control the Earth’s temperature, but it is actually the reverse. See: New Paper: Danish Physicist Dr. Henrik Svensmark’s Cosmic Jackpot: ‘Svensmark stands the currently popular CO2 story on its head…Climate and life control CO2, not the other way around’ – ‘Some geoscientists want to blame the drastic alternations of hot and icy conditions during the past 500 million years on increases and decreases in carbon dioxide, which they explain in intricate ways. For Svensmark, the changes driven by the stars govern the amount of carbon dioxide in the air. Climate and life control CO2, not the other way around…’The UK Royal Astronomical Society in London publishes Svensmark’s latest paper’

Many skeptical scientists point out that temperature leads CO2 in the ice core data. See:  ‘The ice core data clearly reveal temperature increases generally precede increasing CO2 by several hundred to a few thousand years’

‘Temperature drives CO2’

Ivy League geologist Dr. Robert Giegengack, former chair of Department of Earth and Environmental Science at the University of Pennsylvania,  spoke out in 2007 against fears of rising CO2 impacts promoted by Gore and others. Giegengack noted “for most of Earth’s history, the globe has been warmer than it has been for the last 200 years. It has rarely been cooler.” (LINK) “[Gore] claims that temperature increases solely because more CO2 in the atmosphere traps the sun’s heat. That’s just wrong … It’s a natural interplay. As temperature rises, CO2 rises, and vice versa,” Giegengack explained. “It’s hard for us to say that CO2 drives temperature. It’s easier to say temperature drives CO2,” he added. (LINK) ”The driving mechanism is exactly the opposite of what Al Gore claims, both in his film and in that book. It’s the temperature that, through those 650,000 years, controlled the CO2; not the CO2 that controlled the temperature,” he added. (LINK)

Meteorologist Tom Wysmuller: ‘The Recent Temperature and CO2 Disconnect’ – Even going back ten centuries, there have been total disconnects between temperature and the CO2 impact, or lack thereof.  From 1000AD to 1800, over a period of relatively stable CO2 values that bounced around the 280ppm level, temperatures plummeted in the Little Ice Age (LIA) and then rebounded over a century later.  CO2 values neither led nor followed the temperature declines and recoveries…CO2 seems to have had little impact in EITHER direction on the observed temperatures over that 10k year period…If CO2 is to be considered a major driver of temperatures, it is doing a counterintuitive dance around the numbers.’

Other scientists agree:

“The Kyoto theorists have put the cart before the horse. It is global warming that triggers higher levels of carbon dioxide in the atmosphere, not the other way round…A large number of critical documents submitted at the 1995 U.N. conference in Madrid vanished without a trace. As a result, the discussion was one-sided and heavily biased, and the U.N. declared global warming to be a scientific fact,” Andrei Kapitsa, a Russian geographer and Antarctic ice core researcher.

“CO2 emissions make absolutely no difference one way or another….Every scientist knows this, but it doesn’t pay to say so…Global warming, as a political vehicle, keeps Europeans in the driver’s seat and developing nations walking barefoot.” – Dr. Takeda Kunihiko, vice-chancellor of the Institute of Science and Technology Research at Chubu University in Japan.

“Based on the laws of physics, the effect on temperature of man’s contribution to atmospheric CO2 levels is minuscule and indiscernible from the natural variability caused in large part by changes in solar energy output.” – Atmospheric Scientist Robert L. Scotto, who has more than 30 years air quality consulting experience, served as a manager for an EPA Superfund contract and is co-founder of Minnich and Scotto, Inc., a full-service air quality consulting firm. He also is a past member of the American Meteorological Society (AMS). Scotto, a meteorologist who has authored or co-authored numerous technical publications and reports.

“The energy mankind generates is so small compared to that overall energy budget that it simply cannot affect the climate…The planet’s climate is doing its own thing, but we cannot pinpoint significant trends in changes to it because it dates back millions of years while the study of it began only recently. We are children of the Sun; we simply lack data to draw the proper conclusions.” — Russian Scientist Dr. Anatoly Levitin, the head of geomagnetic variations laboratory at the Institute of Terrestrial Magnetism, Ionosphere and Radiowave Propagation of the Russian Academy of Sciences.

‘More than 700 scientists from 400 institutions in 40 countries have contributed peer-reviewed papers providing evidence that the Medieval Warm Period was real, global, & warmer than the present’ – when CO2 was presumably lower. — Climate Depot’s Medieval Warm Period Round Up of Studies

Climatologists: ’400pm is cause for celebration’

Climatologist Dr. Patrick Michaels and Chip Knappenberger declared 400 ppm of CO2 was cause for ‘celebration.” “In some circles, this announcement has been met with consternation and gnashing of teeth. The proper reaction is celebration,”Michaels and Knappenberger wrote on May 14, 2013.

“Fossil fuel energy supplies about 80% of the world’s energy production—a value which has been pretty much constant for the past 40 years. During that time, the global population increased by 75%, and global energy use doubled. Global per capita energy use increased, while global energy use per $1000 GDP declined.  We are using more energy, but we are using it more efficiently. In the developed world, life expectancy has doubled since the dawn of the fossil fuel era,” they wrote.

“As we continually document (see here for our latest post), more and more science is suggesting that the rate (and thus magnitude at any point in time) of CO2-induced climate change is not as great as commonly portrayed. The lower the rate of change, the lower the resulting impact. If the rate is low enough, carbon dioxide emissions confer a net benefit. We’d like to remind readers that “it’s not the heat, it’s the sensitivity,” when it comes to carbon dioxide, and the sensitivity appears to have been overestimated,” Michaels and Knappenberger added.

“400 ppm of carbon dioxide in the atmosphere should remind us of our continuing success at expanding the global supply of energy to meet a growing demand. That  success which ultimately leads to an improvement of the global standard of living and a reduction in vulnerability to the vagaries of weather and climate. 400pm is cause for celebration. ‘A world lit only by fire’ is not,” they concluded.

Major 30% reduction in modelers estimates of Climate Sensitivity (Skeptics were right) – ‘Effectively the power of CO2 to warm just got 30% less, according to a team of researchers, many of whom have in the past have published more alarming papers.  Remember “there is no debate” and “global warming is a fact” a lot “like gravity”. (And that gravitational constant g could be revised by a third soon, right?)’

Warmists claim: Last time CO2 was this high, the world was underwater? Reality: NO, actually — ‘Ice sheets DIDN’T melt 3 million years B.C., say scientists’ – ‘It is the kind of study that changes how people think about our past climate and what our future holds’

World’s biggest ice sheets likely more stable than previously believed‘Until now, many research groups have studied this shoreline and concluded that during a warm period three million years ago, the Greenland, West Antarctic and a fraction of East Antarctic ice sheets collapsed, raising the sea level at least 35 metres. But the new findings by Rowley and his team suggest that these ice sheets, particularly the East Antarctic Ice Sheet (the world’s largest), were probably more stable’

No Correlation Between Global Sea Ice Area And CO2: ‘Since Earth passed Hansen’s tipping point of 350 ppm CO2, there has been no trend in global sea ice area. There is more sea ice for the date than when CO2 was 350 ppm’

Northern Hemisphere Snow Extent Up Sharply Since CO2 Hit 350 PPM – ‘Rutgers University Climate Lab :: Global Snow Lab November to April snow extent was the highest on record this year, and has increased sharply since CO2 hit Hansen’s global warming tipping point of 350 PPM. There is no long term trend, and no indication that snowfall correlates with CO2 in any way’

The website Real Science celebrated rising CO2 levels, claiming in a May 11, 2013 article that “Humans Thrive In Increasing CO2.” Global warming activists ‘are busy claiming that 400 PPM CO2 will destroy the human race. The numbers indicate something completely different,” Real Science explained with the below chart.

Washington DC descends into climate astrology

Bluntly stated, a man — President Obama — who declared his presidency would result in ‘the rise of the oceans beginning to slow’, has no business whatsoever claiming he understands, let  alone  champions science in any way. — A president who claims Americans can ‘do something’ at the ballot box about floods, hurricanes, droughts, & tornadoes is not pro-science.

Global warming promoters have essentially declared global warming will cause many bad weather events to happen. And since bad weather events always happen, there is no shortage of ‘proof’ of their predictions. They can always claim every bad weather event as evidence of their correctness. There is no way anyone can falsify the global warming claims now because any weather event that happens ‘proves’ their case, despite the fact that the current weather is neither historically unprecedented, nor unusual’ See: New Report: ‘Extreme Weather Report 2012′: ‘Latest peer-reviewed studies, data & analyses undermine claims that current weather is ‘unprecedented’ or a ‘new normal’

UN IPCC scientist Kevin Trenberth has said every weather event now influenced by global warming. They are turning themselves into anti-science activists. When you claim without proof, it’s an assertion — that ‘hey global warming is everywhere’ — it’s a religion feeling. It’s like saying God is everywhere and every action you take is guided by the hand of God. You can’t prove or disprove that. Now with man-made global warming,  they say every storm is guided by global warming…But let’s take a look at all the low co2 storms…Their theory that somehow the weather is unusual that we have a ‘new normal’ — not only does it fail to convince — it becomes a laughing stock when you start actually looking at the hard data’

Will a carbon tax prevent tornadoes?! The inconvenient truth for Obama is that he and his fellow Democrats have made many utterly ignorant and often times comical climate science claims. Bluntly stated, a man — President Obama — who declared his presidency would result in ‘the rise of the oceans beginning to slow’, has no business whatsoever claiming he understands, let  alone  champions science in any way.

President Obama has also claimed he can “block the Sun’s rays to end global warming.” In addition, Obama made the completely scientifically indefensible claim that the Waxman-Markey climate bill in 2009 would stop global temperature increases of up to five degrees! Obama said on June 25, “A long-term benefit is we’re leaving a planet to our children that isn’t four or five degrees hotter.”  But Obama’s own EPA said it wouldn’t impact global CO2 levels let alone global temperatures.

ENERGY

Coal is the ‘moral choice’ – Baseless Climate fears hijacking U.S. energy policy

Energy that works (Coal, Natural Gas, Oil) is suppressed. Energy that is not ready for prime time (wind, solar,) is mandated

Coal and other carbon based forms of energy have been one of the greatest liberators of mankind in the history of our planet. Is it greedy to want heat, A/C, lower infant mortality, longer life expectancy? Coal is the moral choice.

The U.S. Must Choose ‘Ethical Energy’ Over Conflict Energy — Limiting North American drilling, mining, pipelines & energy extraction can only mean more reliance on conflict energy from places like the Middle East, Venezuela and China, where human rights & environmental protection may be less than desirable.

‘If you want to make an energy policy exactly backwards, this is what you would do…The heads of these green companies are ideologues, in many cases billionaire ideologues getting hundreds of millions from our government…Consumers are hurting the most because of the bad energy policy that has come out of the bad science.’

Peer-Reviewed Study: Coal use has helped save the world from dangerous global warming! ‘Boston University’s Robert Kaufmann and colleagues recently published a paper in the Proceedings of the National Academy of Sciences examining the causes of the recent dearth of ‘global warming.’ They concluded that it’s simply natural variability, augmented by increasing sulfate emissions from dramatically growing coal consumption by China.’

Scientific studies & data counter extreme weather claims — The latest peer-reviewed studies, data and analysis undermine the case that the weather is more “extreme” or “unprecedented.” On key measures, claims of extreme weather in our current climate fail to hold up to scrutiny.

  • Deaths due to extreme weather are radically declining, global tropical cyclone activity is near historic lows, the frequency of major U.S. hurricanes has declined, tornados have dramatically declined since the 1950s, droughts are not historically unusual nor caused by mankind, there is no evidence we are currently having unusual weather.

Myron Ebell, director of the Competitive Enterprise Institute: ”The policies being promoted are insane,” Ebell said. “If you believe energy poverty is a good thing, you should support controls on carbon emissions. But most of the world disagrees with that.” Like-minded professor John Christy, director of the Earth System Science Center at the University of Alabama in Huntsville, called affordable energy “the basis of our standard of living today.” While reducing CO2 emissions may or may not affect climate change, Christy said he’s certain it would raise energy costs. ”I’ve lived in Africa, and I can assure you that without energy, life is brutal and short,” Christy said. “…We are not bad people because we produce carbon dioxide.”

Following Climate Hearing, Rep. David B McKinley declares ‘the science is not settled’: Don’t Hurt U.S. Economy Based on Ideological Agenda — Rep. McKinley: ‘The discussion yesterday reinforced that the science is not settled on the role of humans in climate change. There is no reason to put our economy at risk for the sake of an ideological agenda. Congress cannot let President Obama do this by acting unilaterally on climate change.’

Climatologist Dr. John Christy’s testimony at Congressional Global Warming Hearing: ‘Climate Change Overview in Six Slides’ — The main takeaway points: — Popular scare stories that weather extremes – hurricanes, tornadoes, droughts, floods — are getting worse are not based on fact. In the U.S., high temperature records are not becoming more numerous. Climate models significantly overestimated warming during the past 15 years. Even if climate models were correct, a 50% reduction in U.S. CO2 emissions by 2050 would avert only 0.07°C of warming by 2100. If a policy is not economically sustainable, it’s not politically sustainable. The climate change impact of enhancing CO2 concentrations has so far been small compared to the public health and biospheric benefits provided by affordable, carbon-based energy.

Climatologist Dr. Judith Curry praises climate debate: ‘A growing number of scientists and advocates that support the consensus are now engaging with skeptics in the scientific and public debate; this is a good thing’ — Curry: ‘For a long time, those that supported the AGW consensus would not debate skeptics or otherwise engage with them, because they felt that such engagement would legitimize the skeptics. It seems that a growing number of scientists and advocates that support the consensus are now engaging with skeptics in the scientific and public debate; this is a good thing. Rep. Lamar Smith and Rep. David McKinley are making efforts to engage in the public debate on climate change in a productive way, which should be encouraged by Democrats and other supporters of climate/energy policy’

Climate Depot’s Marc Morano Routs Warming Movement at Congressional Hearing…’Suffering The Scientific Death Of A Thousand Cuts’ — Analysis: ‘Expert communicator Marc Morano routs the warmists’: ‘In his testimony, Morano sticks to the science, citing almost 2 dozen renowned international scientists, e.g.: Bengtsson, de Freitas, Plimer, Svensmark, Happer, Schmitt, Levitin, Curry, Christy, Pielke Jr., to name some. In the testimony, we do not see Morano using the diversionary tactic of questioning the billions in funding behind warmists scientists and activist groups. Keep the focus on the science and data!’ ’The effective communication of skeptical science got a major boost when Marc Morano stepped onto the stage. Although Morano had already been active in debunking the AGW scare and the notion of consensus as Communications Director for the Senate Environment and Public Works Committee under Senator James Inhofe in the 2000s, it wasn’t until he published his award-winning Climate Depot climate science/news clearinghouse site in 2009 that the message began to be heard in earnest. With Morano, the science debunking the AGW claim had now found a powerful and talented PR expert who effectively communicated the inconvenient climate science findings to the media and public. Often we find Morano on television, radio and in the print media, nationally and internationally. Since Morano helped fire up the climate science communication machinery, the debate for the skeptics has turned into a virtual rout of the warmists.’

Congressional global warming hearing features warmist scientist vs. warmist scientist on key point of whether current Earth’s temps and weather are unprecedented — Excerpt: Climate Depot’s Morano called the event ‘refreshing.’ ‘When actual debate occurs like we saw at the hearing, we see just how much of man-made climate fears are based on ‘projections,’ ‘predictions’ and ‘maybes,” Morano said. He pointed out that scientists on the panel did not agree on several key points. ‘Team global warming had a scientific civil war going on during the debate about whether there was a current global warming signal in our global average [temperatures] or even weather,’ he said.’
